Tom was born and raised in Bergen County, New Jersey. After graduating from high school, he headed west to attend the University of Dayton in Ohio, where he earned his undergraduate degree.

Before law school, he gained early legal experience as a paralegal with large corporate law firms in New York and Boston, experience that gave him an early foundation in the legal profession. After earning his law degree, he began his legal career as a trial attorney in Colorado Springs. He went on to serve for eight years as a Colorado State Public Defender, trying numerous cases ranging from misdemeanors to complex felony matters, including homicide cases.
